The race of Men rapidly grows in numbers. Their agricultural townships spring up far and wide along the coastal lands. In the west, they are fewer in number but settle without permission wherever they wish. Their forest-clearing activities displease many Elifaen. Vanara seeks to discourage the settlements of Men by surveying lands, issuing deeds to native-born Vanarans, and declaring all non-deeded lands to be sovereign property of the Throne. In the west, certain grants are allowed to Men, but most are pushed northwestward into Duinnor territories, where they are more or less welcomed.
