The King's collectors (tax men) do not go forth from Duinnor due to failures on the part of Duinnor's ruling class to agree upon how the taxes and tributes are to be assessed. The King is asked to intervene, but he does not act. Meanwhile, tributes and taxes collected by local magistrates all over the Seven Realms remain in their collection places for the first time in memory.
